Address current needs and priorities of the residents. 2. Analyze changing conditions, including: demographics, economic challenges, and resource limitations. 3. Ensure eligibility for state and federal grant funds.

The City of Hobart pursues residents, city staff, local businesses, and many other stakeholders through various means to participate in the comprehensive plan update because this plan is a community-based vision.

Despiste the city's efforts to notify everyone about the opportunity to participate in an important city event, which occurs about every 10 years, many residents and business owners will make the choice to not participate. The decision to participate rests with the will of each individual and the comprehensive plan update will continue to move forward.

The Hobart Comprehensive Plan is a long-range plan with roughly a 10 year implementation timeframe, so new development or redevelopment takes place gradually as market conditions allow and the results are cumulate over time.

Some of the concepts shown in the comprehensive plan may never be built because doing so is entirely at the discretion of the private proper owner. It is also important to remember that implementation of the comprehensive plan is based on case-by-case opportunities.
