ADA Transition Plan
The City of Hobart has adopted an City of Hobart Transition Plan, a hard copy of which is available for review in the Clerk's Office: City Hall, 414 Main St., Hobart, IN 46342The Americans with Disabilities Act (ADA) was established on July 26, 1990 by President George H.W. Bush.
The ADA extended Civil Rights Legislation to people with disabilities and has a broad application to public agencies and private businesses in its protection for people with disabilities.
Alex Olesker, Deputy City Engineer, is the ADA Coordinator for the City of Hobart.
Hobart was required to inspect all City buildings and structures to complete a self evaluation of accessibility problems. Streets, sidewalks, curbs, and signs were included in the process also.
The Mayor and the City Council has allocated ADA compliance funds in the City of Hobart's budget. The Park Department will make modifications as money becomes available, as well as the Sanitary/Storm Water Department and the Public Works/Street Department.
This is an ongoing project that probably will never be completed. New projects and additional non-compliant projects will continually be added, and some projects will be completed and made compliant.
Some years more projects will be completed than other years, depending on the amount of monies budgeted and grants that will be available.
All projects that are non-compliant will be evaluated annually to determine what projects will be worked on for that year.
Hobart has adopted a Complaint and Grievance Procedure Plan and a Transition Plan. The plans are on file in the Clerk’s office for anyone who is interested in viewing them. The Transition Plan is updated annually as improvements are completed. Complaints and/or Grievances should be directed to Alex Olesker, ADA Coordinator.

The ADA does not require the City of Hobart to take any action that would fundamentally alter the nature of its programs or services, or impose an undue financial or administrative burden.

The City of Hobart will not place a surcharge on a particular individual with a disability, or any group of individuals with disabilities, to cover the cost of providing auxiliary aids/services or reasonable modifications of policy, such as retrieving items from locations that are open to the public but are not accessible to persons who use wheelchairs.
