Stormwater Permit and Construction Resources
The City of Hobart and IDEM regulate construction projects that disturb one acre or more of land. Stormwater runoff from construction sites picks up pollutants like trash, chemicals, oils, and dirt/sediment that can harm our rivers, streams, lakes, and coastal waters. To protect these resources, communities, construction companies, industries, and others, use stormwater controls, known as best management practices (BMPs). These BMPs filter out pollutants and/or prevent pollution by controlling it at its source.
Permits, Developer Instructions and Post-Construction BMPs
All construction activities that result in the disturbance of one or more acres of land within the City of Hobart, Indiana, including land disturbing activities on individual lots of less than 1 acre as part of a larger common plan of development or sale, must obtain a Stormwater Permit and submit a Stormwater Pollution Prevention Plan (SWPPP) for review and approval. Refer to the City of Hobart Chapter 152 Stormwater Management ordinance and the City of Hobart Stormwater Technical Standards Manual for additional information.
Stormwater Permit Submittal Requirements
Please Note: No permits from any City Department can be issued until the Stormwater Permit is issued.
- It will be the responsibility of the project applicant to ensure compliance with the City of Hobart Municipal Code, Chapter 152 Stormwater Management, the City of Hobart Stormwater Technical Standards Manual, and for land disturbances greater than or equal to one acre, the IDEM Construction Stormwater General Permit.
- Stormwater Permit submittal shall include:
- All submittal documents listed below shall be certified by a Professional Engineer or Land Surveyor registered in the State of Indiana.
- Stormwater Permit Application
- Complete Construction Plans
- Stormwater Pollution Prevention Plan (SWPPP)
- The SWPPP shall be contained under a separate cover and shall be a standalone document that meets the requirements of IDEM's Construction Stormwater General Permit and the requirements of the City of Hobart Chapter 152 and Technical Standards Manual.
- The SWPPP shall include all required elements as indicated in the Construction/Stormwater Pollution Prevention Plan Technical Review and Comment Form.
- Construction Plan Components (A1-A32).
- Construction SWPPP - Stormwater Pollution Prevention Plan & Erosion and Sediment Control/Project Site Management (B1-B15).
- Post-Construction SWPPP - Post Construction Components (C1-C6) that includes:
- Water quantity (detention/infiltration) calculations for the selected.
- Water quality flow rate and/or water quality volume calculations
- A description of the treatment train and a depiction of the one-line flow path of all water quality measures included in the treatment train.
- Drainage Report containing Stormwater Calculations
- Supporting stormwater calculations and documentation demonstrating the adequacy of the stormwater system and selected post-construction stormwater quality and quantity measures per the City of Hobart Stormwater Technical Standards Manual.
- Operations and Maintenance (O&M) Manual
- Per Chapter 2 of the City of Hobart Stormwater Technical Standards Manual
- The O&M Manual shall be under a separate cover and shall be a standalone document that is provided to the property owner after it is reviewed and approved by the City.
- Long Term Operation & Maintenance Agreement (LTMA)
- A LTMA will be required between the Owner and the City of Hobart for all post construction stormwater quality and quantity BMPs to ensure BMPs are kept functional throughout their lifespan and assign responsibility for operation and maintenance of BMPs to the property owner.
- Qualified Professional Documentation
- A qualified professional is required for implementation of the SWPPP, performance of self-monitoring inspections and for performing or supervising maintenance of erosion and sediment control measures and stormwater quality and quantity BMPs. Documentation will be required to be submitted to the City of Hobart.
- Stormwater Permit Fee Payment
- The Stormwater Permit fees are established as a condition of approval of final plans by the City; the applicant shall pay the Clerk-Treasurer the appropriate sum as set forth in the Fee Schedule of City Municipal Code and are non-refundable.
